Create Fireball effect with pen tool !

I found a link where to create a fireball effect that i like really much with pen tool and its preatty easy and it says for beginner then im a really big beginner becuse i dont know how he do the steps from 15-17 that is the hard part can someone please help me ? Here is link for it:

I never understood why you (and so many others) don't ask the author instead;

- He is the person who wrote the tutorial
- If there's a mistake in the tutorial, he'll know about it and will hopefully change it. Now you risk that thousands of other people have to stumble over the same mistake.
