Japan was a one-off thing (some agreement to promote the 2002 WC here or something), but CONMEBOL only invites teams from CONCACAF. Nobody in South America wants to see teams from outside the Americas in Copa América again.
Obs: América in Portuguese and Spanish refers to the whole Americas, so the USA, Costa Rica and Mexico are regarded as countries from the same continent as Brazil, Argentina and other South American countries. </BLOCKQUOTE>

It was a generalization, but the fact is Japan's participation in Copa América was widely regarded as a fiasco and you'll struggle to find people who want to see non-Americas tams in Copa América
