I have changed Great Britain in the editor and i have made a lot of uncapped british players GB nationality but if what would i have to do to make the a league in the country and make it playable?

You would have to edit a league system that is already in place.

I've tried it before but i could only mansge th national team but i cant even do that now

No there isn't. Leagues are hardcoded into the game.
