AI doesn't cheat. That would indicate some sort of consciousness, which computers don't have. And if you mean "cheat" as in "bends the rules to increase difficulty and therefore keep the user interested" it has to be done within the rules of the game and its programming, such as the 4-2-4 "cheat".
This is either a) a bug, but we'll never know unless someone else experiences it, or b) the user was mistaken as to what happened, eg, did he really take a free kick or was he tossing the ball to the actual place the kick was to be taken, or perhaps a tiny deflection that didn't show up well on the graphics, or a number of other reasons.
