I know this is a thick question but where do I save this to?

Just save it to your desktop, or 'My Documents' or wherever you choose. Once it's downloaded, just double-click it and it should open. If you don't already have it, you may need to download Acrobat Reader, which you can get here and then you'll be good to go.

I have searched everywhere for that dynamic skin and i can't find it does anybody have a link? if so can you post it i would be very grateful thanks

I printed out the MLS guide to start a new game and it is much easier to read than the first two issues.
