If you go to job security it will give you a list of teams and how secure their manager is. If it reads insecure, very insecure or precarious, when you enter that teams squad profile it will give you the option to "declare interest" in that job (down in the bottom left corner). If you're lucky they'll think you're great and sack their manager immediately and offer you the job, most of the time they just release a statement saying they would be mad not to consider you but for now ... is in charge.
