You can legally cheat when you were competing with other teams to sign up players. I think it's really a bugs in the programming...

Here's what you do:
1. outbid the other team by significant amount
2. for some reason, when they are outbidded, they immediately withdraw their offer. you can see whether they have withdrawn from the contract menu.
3. Once they withdrew their offer, then you can resubmit your offer again at lower value. This time you have no competitors

This is especially helpful for smaller team to compete against richer teams

try not to post the same sort of threads it blocks up the forum and moves more important and sought after threads down the page.

You could have easily put both of your threads into the same one

This won't always be the case - although it will work some of the time.

In the next version we'll improve this side of things to make clubs remember when you're effectively just messing them around in this way.

(and no its not really a 'bug' - its just an oversight in that the game expects people to play in a sensible manner)
