if the player has no contract approach to sign
if the players contract is expiring approach to sign
if the players contract is still running for longer than 6 months (or 3 months in some cases) you CANT

It happens regularly at lower league level where the players may not be any good in absolute terms, but they are good enough relative to the level you are playing at.

Go on player search, go to filter, and using the drop down menu select contract status, and change to unattached.
The search should come up with all players without a club.

Or to get a complete list of every player or staff member without a club, enter No Club in the search box

I'm not too sure what exactly you are looking for.
If the free transfer you are looking for is a player whose contract has expired but is still in the club where he was playing, just go ahead and offer him a contract. Or you may wait until he is released by the club, in which case, most of the time, he will ask for lower terms. The danger being that he ends up signing a new contract for the same club...
If the player is completely free, does not have a club to play for, just offer him the contract and he may come to you depending on your reputation and the rep of other clubs bidding for his signature.
