I'm 6 seasons into an FM08 game where I've loaded several leagues, currently managing a team in English League 2.
My team is made up of 6-star and 7-star players, according to my assistant and scouts. We're struggling in the league, which I would normally chalk up to my inability to play the game competently (or, in my weaker moments, some sort of anti-human conspiracy on the AI's part).
However, when I scout players on other teams in the league, they are overwhelmingly 6-star and 7-star players as well. This is partially due to selection bias - good players tend to be the ones that I scout (required statement about adhering to LLM ethos here). Even so, according to my scouts (who, although not perfect, aren't slouches either), at least 1/3 of the players in the league could be League 1 stars or better.
If that's the case, what are they all doing in League 2? Has anyone else noticed this in their game? It's the major downside to what has been a really positive change to the player ranking system in FM08.
Maybe it's the leagues that I chose to load - England seems to be the strongest nation that I've loaded:

N. Ireland

Sweden
Wales
I've loaded every playable league in each of these countries.
i noticed this too on a game i'm 5/6 years in, not to the extreme you have but still all the leagues seem saturated with players a league below where they should be - i'm in league 1 and nearly 3/4 of my squad could be good/great championship players and i'm in 12th with 4 games to go.
I guess I don't understand the question - you mean that league 2 players are overqualified (and they should be in league 1)? I think it is a within-country bias usually.
I have noticed that players in Mexico (my current save) are top quality - yet relatively expensive - so why aren't they playing in Europe? Furthermore, these players are not that good in real life (or it seems).
So, would the example of the Mexican league be analogous to your case?
Sancho - yes, the problem is that everyone seems overqualified.
I think I've found one of the causes in my save - my coach and scouts overvalue my own players. When I switched jobs, I scouted some of my old players, and they were carp (or at least at an appropriate skill level for the league). Now, in my new job, my coach and scouts tell me my new players are all men among boys. It's a similar problem that I tried to report in this thread
