They can get round the licence. Just call them Pokal 1, Pokal 2 or something similar, and each region plays as a number.

There are only two big cup competitions.
a.) The Liga-Pokal, which features only 6 top teams. (Cup winner, owner, + top 4)
b.) DFB-Pokal
Only 64 participants.
36 teams from 1. and 2. Bundesliga, and 28 teams from other divisions. These 28 teams are the 21 winners of regional cups (these 21 cup competitions are not in the game, not surprisingly), and the top 2 teams from the 2 regional divisions respectively. Also, Bavaria, Westphalia and Lower Saxony get yet another spot for the regional cup runners up, since they are the three biggest federations.
Looking this up shouldn't have been a problem. | Pleased to know that. I was still waiting the cup draw
And what happens when the 3.Bundesliga arrive? Any team from that tier enter in the draw?

It was more how it was implemented in FM that bothered me (seemingly random without the regional cup aspect). I was a 3.liga team for two seasons but didnt get a sniff, whereas random teams below me got in, well, at random.
oh well.

Well, there are about 200000 teams competing in these regional cups. I doubt that SI wanted to implement that.
In order to qualify for these regional cups, you have to win other (even more regional) cups.
Actually, ANY team may qualify. Even the local pub's sunday team.

I meant the owner of the league. Well, the league champion, that is.
Anyway, last year it was the cup winner, the champion, the 2nd placed to 4th placed teams and the winner of the 2. Bundesliga.
Next season, the cup doesn't exist anymore. It was a crap competition. |

Well, a cup with six teams was meant to be crappy from the beginning. Almost like the Confederation's cup, or the World club cup.

I think, there used to be a cup with only two teams in England. Was it the community shield or something?

| There are three rounds of the FA Cup missing in game (First Qualifying, Preliminary & Extra Preliminary Rounds) so the number of rounds could be cut down.
