It was more how it was implemented in FM that bothered me (seemingly random without the regional cup aspect). I was a 3.liga team for two seasons but didnt get a sniff, whereas random teams below me got in, well, at random.

Well, there are about 200000 teams competing in these regional cups. I doubt that SI wanted to implement that.
In order to qualify for these regional cups, you have to win other (even more regional) cups.
Actually, ANY team may qualify. Even the local pub's sunday team.

Cosmo, what determines the "owner" position? Is it the owner of the cup (e.g. the host of the competition perhaps?), or a team determined by the sponsor?

There are three rounds of the FA Cup missing in game (First Qualifying, Preliminary & Extra Preliminary Rounds) so the number of rounds could be cut down.
