I think they must have an incredibly low reputation, as nobody wants to join them. Would be a good club to 'build up' if you have the patience of a Saint. It's a big job!
Just out of interest, what were the board's expectations in your game? Mine were 'established 2.bundesliga in 5 years' (totally unrealistic)

I don't get it why you are so confused about the no-cup-games thing in Germany.
There are only two big cup competitions.
a.) The Liga-Pokal, which features only 6 top teams. (Cup winner, owner, + top 4)
b.) DFB-Pokal
Only 64 participants.
36 teams from 1. and 2. Bundesliga, and 28 teams from other divisions. These 28 teams are the 21 winners of regional cups (these 21 cup competitions are not in the game, not surprisingly), and the top 2 teams from the 2 regional divisions respectively. Also, Bavaria, Westphalia and Lower Saxony get yet another spot for the regional cup runners up, since they are the three biggest federations.
Looking this up shouldn't have been a problem.

Considering the fact that SI have introduce a multitude of competitions in Brazil I don't see any reason (other than being petty over the licence issue) why they can't implement the regional cups in Germany.
