Not 100% I don't think anyway as if you get say 100% for Brazil and you had 100% for Peru your scouts will forget a bit about Peru. Hope you can understand that.

The knowledge declines over time. For scout scouting big region (such as Central Europe), by the time he finished scouting Spain, he would probably lose some knowledge about Germany where he scouted 2 months ago.

Also, you can't have that many scouts anymore. I think the maximum is 9 unless you use editor or FMM to add more than that. 9 Scouts are definitely not enough to even get pass 80%. Setting up a feeder club in regions can help a bit but only helps for 1-3 countries.
