Yes (they are on the current version). There are two Southern equivalent leagues. They probably won't be playable or even run in the background.

Sorry, I assumed he meant as playable. I think I'm right in saying SI have stated they wouldn't be going lower in the English leagues for the time being. I could be wrong, and I'd love that to be the case.

I'm fairly sure they said that they wanted to concentrate more on getting new leagues rather than expanding ones they already have or something like that, but what would I know!? Also, the lack of asking in the forums for researchers for these clubs should be a clue to you, it'd be good but it's pretty unlikely.
