No, but regional (within a single country) scouting should be introduced for part time teams. A team from the North East won't be scouting and signing players from the South West.
To be fair to Dava, I thought the same for a long time as well. Regional meaning within your home country. Since the manager reputation of "regional" is lower than "national", it made sense to me that regional scouting meant within your home nation.
Though I have to agree with Nobby that there should be regional scouting within your home nation.
The reason, why your scouts don't recommend players from said clubs, Dava, is that probably, your scout thinks they are either too good to play for you, you couldn't afford them anyway or they are not good enough to play in your team.
It is up to you to decide which is which and do what you need to do, to sort things out.
Yeah you guys are right, I can scout other british leagues since being promoted.
The only thing is on board confidence it still says I can only scout people from this region (as it did in the lower leagues) and my scouts now only give me results from people I play in the reserves and U18's!! Simple answer ... I need new scouts.
Regional is currently above National in reputation - eg England (nation) part of UK & Ireland (region).
Areas such as the North East of England come under local in terms of reputation. So if Player X has a local reputation, that means he is known in the local area (for example if playing as Gateshead that would be North East) but not in other areas of the country.
