First of all both are be used.
Second of all, where ever you are from (probably the PRC) is more than likely ten times more racist than Ireland
I live in Ireland, so i find it highly unlikely that it is ten times more "racist", if you must, than its self. And it is quiet racist. At a birthday party i was at in a chinese they started mocking chinese people in front of the waiter, who happened to be chinese. Also a person called in on a radio station and said "I'm not racist, but i cant stand black people!". Hmmm, weird.

These people were probably low life scum. Anyway the question was what country are you from? , not where do you live.

I think C.H.A.V is a term used by law enforcement officers. It stands for 'Council House Associated Violence'. Shortened to CHAV, it is the call that police officers use when communicating over the radio, as in:
'Calling all cars, we have an incident of CHAV in Corby'.
Presumably, many of those convicted of CHAV crimes were found to be wearing Burberry caps, track suit trousers, Hackett Polo shirts and wearing gold soverign rings, which is why anyone of that description is now refered to as a Chav.
