Foreign coaches with 7 stars but inconsistent stats everywhere or scouts who have 5 and 6 stars but high motivation, player management and determination attributes.

To players respond better to the stars or the stats? I bought Sergio Aguero and his stats went down 2 seasons running. I thought it might be because although my striker coach was 7 star, his player management was 1 out of 20.

That makes sense. He may have enormous coaching knowledge but be totally unable to pass it on to the younger players in any useful way.
