Having played with Tactics of my own and other peoples over several seasons, I would say the tactic plays a pretty big part in how many chances you create and if they are good chances.
The only constant that every one has is the match engine, every other factor is down to the individual persons game.
So if someone says it is your tactics, then they are not taking into account all the variables on your game, and as it is your game, they can never hope to understand all the things going on.
For instance, in my current game, my top striker has suddenly stopped scoring, he is now 10 games with out getting a goal, is it my tactics? No, it is not. I know that because my second and third strikers are still scoring. So in this case the individual striker is having a barren spell, regardless of him having Superb morale. I wish I knew how to stop it, but it is certainly not the tactics.
BUT, if I had never been creating the chances in the first place, then this is most likely down to my tactics or me using the wrong players for the tactics.

Firstly I don't think many people used the short answer 'it's your tactics' in relation to the shots/goals ratio problem that was present in 8.0.1
Many people quickly realised that this was in fact an issue with the game, and while it was in a way caused by the tactics you employed, and could also be avoided by changing your tactics, there was no doubt for most that this was indeed a gameplay issue.
I think the 'It's your tactics' argument is being used more these days because people are complaining about things that genuinely are down to their tactics. This may be down to the fact that the difficulty of the game, particularly the tactical side, has increased. Yet at the same time the tools the user is given to analyse their tactics and identify weaknesses have not improved.
However, a lot of people are quick to claim the AI cheats or something similar rather than consider the possibility that they might be doing something wrong and I think this is mainly what causes the 'It's your tactics' response.

I seem to remember a lot of people got shot down in flames with 'its your tactics' when talking about the possibility of a problem with shots/goals. There was a huge thread on it and the phrase comes up a lot (albeit the same couple of posters).
Agree completely on AI not cheating.
I think calling it a simulation was a mistake as it increases expectations of accuracy. A true simulation essentially models something so that people can use that model to test out 'what ifs' in this case the what ifs are tactics. The problem seems to be the model SI created isn't strong enough to cope (this isn't a criticism as it would be next to impossible to simulate the world of football). By offering near limitless tactical options SI has made a rod for it's own back and is left trying to plug holes when flaws in the system pop up.
Closing down doesn't work - fix that - shots to goals shoots up - fix that- number of goals go through the roof. it is like trying to wrestle an octopus, get hold of one bit and another bit hits you in the head.
