...I manage a club in the lower leagues of England, and I have just come up with quite alot of money due to a promotion and sale of my star player. I have no knowledge of the league I am in and am well into the future, so decided to use the FM Scout to find me a player.
I entered the value I had to spend and filled in a few other criteria such as age and some of the attributes and searched. The scout returned me a reasonable list of players, but when I started to offer for them many did not want to join the club.
How can I search for players willing to join the club. I have thought about it a bit and think it is something to do with the reputations criteria, but I don't know how to match their rep to mine and which reputation to go by- Current, World, Home, Squad.
I would be very greatful if somebody could explain this to me. Also, I understand their may not be a foolproof way of doing it due to favoured clubs etc, but if someone could help me get a better success rate I would be delighted.

If you have an assistant, tick the ask assitant to filter out unrealistic players box in the filters section (either in the shortlist or in player search).
Most of the players left should be willing to sign for you.

Load your club up in FM Modifier to find out your clubs reputation, then load FM Scout up and search for players at clubs below your reputation. For example if you are in Conference and your reputation is 2000, most players whose club is lower than 2000 would join you, but if you search for under 2250, foreign players in a worse league will also join you.

ya there's a pretty easy way to do this accurately because just filtering using your rep doesn't always work.
In the game use your assistant to filter out the realistic signings like alcedo says, then save that shortlist, then export it. You have to save it in player search screen then go to the shortlist screen and export it into .fsl or something format, then just go to fmscout and load the shortlist. Those are all the players in the game that are willing to sign for your club.
