I believe it's the following:
A player who has only played internation football at the under 21's and is eligble to play for more than one country is deemed as undeclared. This is because it is considered that an under-21 cap is not a full cap.
Thus, if a player plays for the full international team, he is considered declared and can not play for another country after this time.

This is pretty much to do with the grandparents rule.
If your gran came from Northern Ireland, your grandad came from Italy, and your parents were born in Holland and Germany, you could play for Holland, Germany, Italy, and Northern Ireland (I can't remember if you can play for all 4 home nations though).

It could be. But that doesn't make a lot of sense because if I raise a players stats to the max, then the player goes straight into the squad even if he was crap and not declared before.

| Possibly, as there was a fuss a few months back when it emerged that several SPL-based non-Scots (English, French, etc.) had been in Scotland for more than five years, thus gaining Scottish nationality and eligible for Scotland (as they'd never played competitively for their home country).
This was a tabloid thing, so not entirely sure if it applied to Englishmen (Alan Thompson was the big one) but certainly Didier Agathe and others were mentioned.
Well, we can't get much worse!

i don't this function is from any use anymore. It had more sense before they changed the ruled for the player could play for any nation that they can ungarding the nation they played as -21 for. Before that change of rule, when you played for a nation as a kid, you had to play for the A team of that specific nation. And that function was there to show the player with multiple nationality that had played for one of the -21 teams.

on the game declaring for nation simply means u can give a player dual nationality but if you declare for nation they will only want to play for their first country (it's only valid of course if they are uncapped).
for example spector at man utd is american but also has german nationality, but has already played for usa at youth level and wants to play for them so you declare him for them. if you didn't do this then there would be the possibility in game that spector would choose to play for germany - unrealistic.
also remember that other nationalities affect things like whether work permits are needed, for argentinian players etc. take pellegrino as
an example, he's argentine but now has spanish (eu) passport so would not need a work permit in england for example. but obviously he would declare for argentina as that is his true nation.
