I want to overwrite the entire English league. Even the lowest level teams.
This is what I am looking at so far. Pretty much at least one club from nearly every country that has a team in the game.
You'll notice some great teams at the bottom of the tables here, that's because I wanted to try and keep it to one club from each country in the leagues.
I may switch some around here and there as I see fit.
Anyway, is this completely out or scope?
What will I need to do to make this work, besides make every country ECC?

I did the same thing, but i only took the more popular clubs, and 4 divs instead of your 6. I also used the trick to make the clubs retain their nationality so the European competitions stay the same. For non-euro clubs like Corinthians I gave them some other nationality like Czech. You're not wasting your time, i'm having a blast!! Now the Champions League is more interesting as you face some serious competition like Santos in the qualifiers (not some weaker side like Red Star, no offense to their fans).
I used This Database to find the clubs I wanted to use.
I placed clubs that won their domestic league last seaon in the Premier League, 2nd place teams in the PL2 and so on... until I got tired and lazy.
I feel that the game would only be useful for one season.
What I mean is that you are pairing teams like Shenzhen Jianlibao, Chelsea and Juventus together. It's clear that teams like Shenzen won't stand a chance against Chelsea or even Brondby IF.
Obviously this league is more accurate for an international super league as it doesn't allow for weighting (which is what a true super league would do) but it's a good idea nonetheless.
Still, I would think about weighting countries. When I say weighting, I mean taking into account thinks like UEFA co-efficients. England, Italy, Germany and Spain have more teams in the CL than others because their teams are generally better.
So, limiting just one club from each nation to each league (Notts Forrest???) is really asking for trouble when you know that scores like 8-1 will be a regular occurance in the higher echelons.
But, still, the idea is superb and the effort you've gone into making it is excellent. It's people like you who make FM more enjoyable for people to play!
Another idea would be a continental league. You could then split that into something like:
UEFA Premier
UEFA Liga 2 (not Championship or League 1!)
UEFA Liga 3
UEFA League 4
etc...
This is what most people have done, if only for just the one continent. If somebody has created a fully working model of this, I urge them to drop the db files at sortitoutsi.net or another place so that everyone can share the fun.
I can't wait to see just what does happen to some of these smaller clubs.
It's going to be interesting to watch it even itself out...
I'm sure after a few seasons in you'll see those teams from the top leagues in the Premier League... I just wonder who'll be the surprise minnows!

It would be fun if there was an option in FM that helps you create fun leagues like this.
Just like when choosing "real players" and "mask attributes" you could have an extra option called "create own league".
There would be a lot of work implying this, I guess, but it is possible. Just like when playing the Fifa games. You are able there to create your own cups/leagues with the clubteams that you like.
Maybe someone can write a format or edt/ddt or xml or lnc or what kind of file, or a pre-setted-up database which allows other people to make such a thing a bit faster.
