I've searched but can't find a specific answer to my questions.
Basically, I'm curious as to the best way to develop youngsters who're under the age of 20...
The youngsters I have are not good enough right now to get into my first team, but I don't know if it's beneficial to them to send them out on loan to clubs with crappy training facilities.
Next question is, "what age to send them out on loan?" Should I send them to one of my feeder clubs as soon as they turn 17? or would they stand to develop better by playing in the U18's for a year or two before going out on loan?
My Third and final question is about players reaching their full potential... My current save game is in its 6th year, going into it's 7th, but I still have not had one player reach his full PA (I checked with FMGenieScout), I am curious as to why this is the case...
Some of the information I have seen has said they need to be playing top class games to reach full PA, but almost every year I have been in Europe and in/close to title contention, so what gives?

I would say let them train in the reserves for a year after they turn 17. That way if they turn in some sort of 10* performance you could cnosider having them on the bench for a match in your first team. When they are 18 maybe loan them out for a year unless you need them.
