If you're quoting Ter when he said it would be too hard to code then you'd do good to read the context in which he said this. He was talking about seasonal background changes.
SI have already said they are HOPING to include this in a future patch, and while I guess it wouldn't be too hard to program, some thought needs to be put into the file and folder structure that defines the background pictures.
Myself, I'd like to see background pictures in, and for all those people who say it doesn't add anything to the game, I'd oppose that. Back in an older version of CM, I had all the stadium pics in, and I remember first getting promoted to the
Prem. There I was, all confident of doing well, my first league fixture was away to Newcastle, and when the match screen came up and I was presented with St. James Park I nearly soiled myself. I have to admit it, I was a little intimidated by it, being from a much lower division, my ground was nothing compared to that, and it really did add to the feel of the game when I got to match day and saw where i was actually playing.
