one of the most obvious or should be obvious choices are leeds united. 15 point deduction with a fairly consistent squad. Havent played them yet been wapped up in my man city game but i plan
but i plan to start one with leeds shortly.

Slightly smaller scale, but Dundee - a large ground by Scottish standards, based in one of the four cities, sizeable fanbase.
Although you could also make a case for Dundee Utd and Aberdeen.

Newcastle are a sleeping giant IRL, but in the game they are a euroquality side.

Can be lots of fun trying to make Hertha Berlin a team who require the huge stadium they have. At the start they dont have much cash, a decent size loan to pay off, but the afforementioned stadium and a good youth setup, it might take a few seasons but worth a go.

Being a Newcastle fan i would say them but like someone else said they're not that bad on the game.
What about Palermo? ... Stadium room for expansion, a quality side to start with if you can keep the players. Low Expectations.
