It is more important for attacking players to get into space in dangerous areas, but it does become important for defensive players if they are being closed down. It appears to enable all players (including) defensive ones to make themselves available for the pass.
I believe from watching my own games that it works in conjunction with anticipation so that a player can determine if they should start making a run into a space, but I haven't yet worked out exactly what the difference between anticipation and offtheball is. It may be the a player with offtheball skills will move into space when a player gets into trouble or is being closed down - whereas a player with high anticipation will have already made the move into space when he 'anticipates' that his own player will be closed down or will get into trouble on the ball.
I wasn't sure if players 'know' each other's composure skills because depending on the composure of the player on the ball, the other players seem to react differently.
