Well.. like the title says, that's how i spend most of my FM 2008 playing time
This also happened in FM 2007, but i thought SI will fix it. I like creating a team of initially unknown youngsters (age under 23-24) and then win as much as I can. As soon as i get promoted to the first division and/or qualify for Europe, my news screen is virtually flooded with transfer offers.
No matter what i do, they just keep coming, for the same 9-10 players over and over again. I tried rejecting them, setting the "not for sale" status" the "key player" status, setting a huge amount of money as asking price, nothing works.
In RL, if a team demands EUR 200 million for a player, that's enough to scare off almost any team wanting to transfer that player. What happens in FM ? the idiots keep sending silly EUR 2-3 million offers for that player.
Playing 8.0.2 the game is perfect, ME perfect, tactics perfect, modding possibilities are more than enough, but this extremely annoying issue is still not sorted out. I don't know, is that so hard to introduce some kind of option which will stop the idiot transfer offers ?
I also realize that this will not be fixed in a future patch (if there will ever going to be one), but at least in FM 2009, make them stop, pleaseee !!!!

Then you just get hundreds of enquiries.
This is one of only two issues I have with the game, the other being board confidence.
I have found myself rejecting a dozen bids/enquiries from the same club for the same player in a game week. Not to mention the amount of time I spend telling the press whether i'm interested in a player or not, nevermind the fact that I had been asked twice that week already.
Between September and Start of December I love the game but come December and January it really gets on my tits, but then February comes round and all is well again.
Not a major issue but could do with a tone down for FM09.

It's the enquiries that really annoy me. At least putting in a firm bid, even if it is below what you have set for the player, is a stance at negotiation. Teams coming back with an enquiry just days after you already responded to their last enquiry which they then withdrew from is really irritating!
I know you can just ignore enquiries because they aren't "must respond" items, but I never like not responding at all.
If you are managing a small club with good players it is realistic though that you will get constant interest from bigger teams. At Morton in FM07 I had EPL teams interested in almost half my first team squad constantly

I always set everyone I want to keep as "Reject all offer", yet that doesn't stop annoying enquiries and those tend to upset some players regarding transfer speculation.
Also I found it ridiculous when they are bidding for players who just signed a new deal. The bids are also ridiculously low; they hardly bid more than player' values.
Conclusively:
Hand off warning: need to be more effective in halting incoming offers/enquiries
Singing a new contract: stop incoming offers/enq for a period of time (6 months?)
Key role: better offer rather than changes for ass wiping
Rejecting enq/offers: stop AI from offering again for a period of time.. not just 1 week and they come to annoy you again.
It's a big headache for a small-medium size team. I tried Fiorentina for a season and won UC, the following summer, my team falls apart due to those transfer offers/enq. Nobody wants to stay anymore. Some players just came in for a season and already wanting to leave. It makes playing mid size team so miserable.
