One thing that was not fixed in the patch was how many international games are listed as being at neutral sites even though they are played in the country of one of the teams playing. The USA-Brazil friendly hard-coded into the system is an example of that (played in Chicago, but listed as a neutral game for both sides). World Cup and other tournament games also have the host country playing all its games as "neutral" games. This was fine in FM 2007 (all games were correctly listed as home, away or neutral), but something happened with the 2008 version.
Now this would not be a big deal if it just looks neutral but the true host country does get whatever advantages FM gives to home teams. But if these games are indeed played out as "neutral" affairs in the game, that is not right.
So, my question is, if a game is incorrectly listed as "neutral," is it still treated as a neutral game even though it is played in the country of one of the teams participating?

most countries have their own ground though e.g. england - wembley. Maybe neutral now means they are not playing at their ground???
Not really. Italy, Spain, Germany and Portugal don't have a 'fixed' national stadium. They usually play at the biggest ground available, or they simple go round the country.
