I got my scout to scout every player on the list of players that are interested in me. (after refining the search, it was only about 400)
Here's whats frustrating.
He keeps finding "gems" that I should "seriously look into signing" .. they have between 5 and 7 *'s for potential. Great stuff. I'm not a wealthy club, (Knockbreda) and every penny spent in the transfer market is vital, so i'm delighted I'm getting a few players for a good price, who are great.
So...
I've signed 5 players on the strength of the scout reports. I've spent £300,000. (not much to some of you, but when I only have an £800,000 budget, it's a lot.)
After the players sign, and I get the coach report, the potential ratings have dropped to 2* and 3*. WTF. How can that happen in the space of a few days.! It's really annoying me now.!
I had a scout tell me a 30 year old player had 7* potential. Needless to say I was very wary with his reports in the future!
If you're not sure about a player, then get your other scouts ot have a look at him too. And don't trust your coaches if their ability is judge a player is awful too.
It may be that your assistant managers 'Judging player ability' and 'Judging player potential' attributes are not as good as your scout. On the coach report screen, top right of the page select the scout that originally scouted the player for you. See what he says, it should be the same as what he previously told you. If its not sack him.
When you look at your Coach reports after you sign a player, rather then just looking at what your ass. manager says, cycle through all your coach reports (upper right corner). I've noticed that reports actually vary greatly depending on the the coach/scouts playing mentality and players position. I've seen my commanding centre-back rated as a decent player by my attacking coach while my more defensive coach rates him as a quality player, while all the scouts are basically on the same page, and maybe even more middle of the road. Seems to me though that my ass. manager is the biggest pessimist of all, like you say rating players ability and potential below that of your original reports.
Funniest thing though is that I let my scouts do the unearthing of players, and then have my ass. manager do most of the game scouting, but when i do make a signing my reports can widely vary with his initial reports, while my other coaches are closer to what i originally scouted.
Sorry if i've made no sense, but maybe just trust the majority of reports rather then just the one of your ass. man or best scout.
Another tip: When they scout someone they will compare them to a player you have. If you have an average player but they say "this player is about as good as X" and give many stars then you know that they are a bad judge.

Did not know that. 35 seasons of FM08 and i've never seen this function. Thanks.! yes, 5 of my 10 coaches rate him as my scouts do. Cheers for that.
