I want to have the USVI's managable.
I understand it needs a set amount of players.
I've added 65 so far and checked to see if it could be... nope... not yet.
However, when I go to the "Statistics" screen it says there are only 15 staff.
When I search for players from the USVI's it shows me all the ones I have added.
Soooo... what do I need to do from here?

Eh... nevermind.
I upped the repuation of the Islands and added a club team.
This, for whatever reason, has done the trick.

Okay...
I wish I had documented what I did better because just upping the Rep isn't doing it anymore.
I have given 253 persons the second nationality of USVI (I only used US players to do this).
I have added one club to play in the USVI's, they have a stadium and staff (16 players, 1 coach and a chairman).
I have upped the USVI's Rep to 5000 (450, 1000, and 2500 didn't work).
Game Importance to 4 (the US is only at 2 so I figured 4 would be fine).
League Standard to 3.
However, when I start a new game using large database and making sure it loads all players from USVI (with the US, S. Africa, S. Korea, Eng, Sco, Ita, Oz, Spn, Ger and Bra) I cannot choose to manage USVI's.
When I load the editor back up and look at the USVI's I see it is still showing the default number of clubs (NONE) and the default number of staff (15).
When I go to sort staff it shows all 253, so I know it is saved and it shows the new club.
So, what the hell do I need to do now?
Should I move the USVI's into North America as they are now in the Caribbean?

Changing region to North America didn't work either.
Try Retain Nation?

Wow, this a one-sided thread!
Maybe you can't alter the manageable countries - I wonder if it depends on whether they have a manageable league at the start?
And by the way, you don't use an apostrophe with plurals or initials (USVI or USVIs).

Did you try retaining players of a team or retaining the nation ?
