Changing the rating of the country?

Can u change a countries rating?
For excample.99% of players will go to England premship cause they have a high rating but only crappy players will go to scotland cause it will "not be a good carrer move to move to scotland"
So can I change the rating so Scotland is as high as england/spain/italy?

In the official editor, choose the country you wish to edit, and there should be options such as 'Developed' and the like. Reputation is probably the biggest factor which draws players in.

Remember and change the league's reputation, too (Competitions > League).
