I believe Team Talk effectiveness is linked to how seriouly the player takes you.
Here's what happened to me in one of my trial games. When I first started out, I decided to try Team Talks, and I noticed that most of my team was responding well to "You can win tonight!" and "Don't let your performance drop!" finished by "Well done". Later, I had a series of 8 games without winning and only one or two of my players responded to Team Talk. By the end of the season, when I was (surprisingly) offered a new 3-year deal to stay with the team, I refused. Instantly I got a message saying that one of my players was sad to see me leave and when I looked at his profile, it was the exact same player that always responded to my Team Talks!
I also tried the assman with that team, believing his 15 in Motivating would do what I couldn't, but he was more of a loser than I was since literally no one would be affected by his Team Talk. Perhaps if I had given the assman a few more months, the might start to appreciate him, but I'm just guessing here.
