Decline - Although his Off the ball is low for a wingback, he has high potential and you could probably sell him for 30M+ easy in a couple season.
Don't sell him.

That's a good offer.
Since you get 30% of next sale, you'll be paying £11.2M for him. However, it's risky as he wont want to come back unless you're winning competitions with Liverpool.
I would accept. You'll be making 3.3M profit, Arsenal will be training him well too. Just hope Arsenal get him tutored by Clichy, Traore etc for him to learn a few moves.
Plus you have Insua who's great, and Marcelo who's great against weaker teams.
So I would say - ACCEPT

i think im gonna decline.
1. i will give him games. at least 8 starts a season and lots of subs, arsenal wont. clichys much better right now
2. im in champions league and they are in eufa cup
