the league set ups are fine the way they are . id rather SI spend more time perfecting the database and gameplay(more realistic , board confidence etc) rather than adding more leagues.
Adding more leagues I believe is really a matter of having talented people willing to research respective teams. I would have no issues with this as it doesn't really take a ton of extra time out of the coders life to throw in a few more leagues. Although I doubt they would be able to find enough good reliable people to scout each team.
maybe one year we could have a version of fm where you could only manage in england, where every team on the football league pyramid (something like 27 levels and hundreds of divisions) are playable... obviously this version would only have the english leagues because of the large memory space it would need etc... it could be released separately to that years normal version of fm... yes it would be very very hard to create and would only satisfy the english market, but how great would it be to play?
the attributes system would have to go rom 1 - 100 though, in the bsn/bss there are already quite poor players, imagine going a few leagues down, they would all be ones
