i just did the defoe thing and noticed on some teams players PA are like -5, these tend to be younger players, does this mean they are only ever going to get worse

LOL. Seems that way doesn't it? But no, those "-" values are so that their potential ability is generated "randomly" with each new game started. And they are used for younger players.

A "-10" value is the best possible random value for a young player to have. I think that the PA generated for that is somewhere in the region of 170-200, for example.
