I don't really understand the question, but I'll make an attempt at answering.

The closest you get to 'making a promise' in FM is in the contract negotiation stage where you specify what their squad status is. You need to be more specific in what you mean by promises.

You can't promise anything to players who are not at your club...But you can go to player interaction screen and say how impressed you are with him,his potential etc.

The player promises section only applies to those players at your club. The only way to make a promise is to respond to something that a player has said. For example, I purchased Samir Nasri recently. I then got a media interaction message saying that Marco Marin was unhappy at the competition for first team places in my team. I used the response "You are still a part of the first team plans" to reassure him, and then on his profile, under manager promises, it said "Has been promised first team football", or something along those lines.
