I'm playing as Spurs, and am trying to figure out how to send my non-WP players out to my feeder club. It seems as though I need to sign a player before I send him to a feeder club. However, I cannot sign them because of the WP. And around it goes...

Am I missing something here?

I can only assume you don't have a W/P feeder club. You can't send players to any old club to gain a W/P, it has to be a specific W/P feeder club arrangement.

No, I understand that. Maybe I don't. It's Slavia Prague, and that is why I had them. But I didn't see any option to sign a guy to those clubs outright. They could never get onto my squad to get loaned out.

You should check the affiliated clubs screen to make sure. The player should come to the club if a WP feeder does exist.

So you mean the WP is being refused on appeal, with no option to sign him and send him out to a feeder club?

This must mean either Slavia are not a WP feeder, the Czech transfer window has closed or Slavia can't take on any more loanees due to Czech League regulations(ie they have laoned as many as they are allowed)
