It doesn't matter, because only players taken in the draft can be given developmental contracts. Even if you sign a 17 year old Irish kid, he'll still be on a senior contract, and an MLS team is limited to 18 senior contracts during the season. That's why it's important to have quality players on developmental contracts.
Remember, the MLS was originally established to serve as a developmental league for the US national team.
