Quite, and un-like tactics where there is a plethora of variables and differences between users etc, these a fairly limited with a dead-ball situation, so its more likely to be a bug/engine issue.

I feel like I'm almost there with corners, except I just can't score from them with any regularity, but my routine seems potentially good if you know what I mean.

(1) drop his mentality to about 4-5 clicks below his stike partner (assuming you're playing Palermo upfront with him) and reduce his forward runs to rarely (or at most mixed - you'll have to tweak and watch the action). Then set his run with the ball to mixed/often and his crossball and through ball to mixed (or often - you'll have to tweak and watch the action).
(2) Free role - in my experience if a player is useful at freerole it will have the natural effect of dropping him deeper (without the need to lower his mentality). But I'm still not really sure exactly how to use freerole so I can't be much more help than that - try and see what happens.
The one problem you might have though is that if he's playing through balls to Palermo, this might not work. You might need a quicker player than Palermo. You could side arrow Palacio and tell him to cross often and then Palcio might knock in that way.

Too much creative freedom can mean that players will shoot from distance and try the spectacular even though you've set them to rarely. Couple this with certain PPMs and they'll be doing it all the time. Also, if there isn't an obvious other option i.e. pass, cross etc then they'll be more likely to shoot, and lack of options can also be due to their passing and other instructions, not just the players around them.
