the first time 2 teams could qualify for the european cup was in the 98/99 season when man united finished 2nd to arsenal the year before, but went on to become the first team to win the european cup without having won the league.

You are to correct to say that when Liverpool won the CL and finished 5th there wee 5 English teams in the Qualifying for the Champions League (Everton were beaten before the 1st 'real' stage)
However the following year when Arsenal were in the Champions league final and Tottenham were actually showing some back bone and looked like finishing 4th (Lasagne anyone?) it was decided by UEFA that England could only have 4 teams in Europes premier competition. So.... If Tottenham were to steal fourth place and Arsenal were to have won the Champions League, then Arsenal would of displaced Tottenham from that spot and taken it themselves.
I remember it well being an Arsenal fan and considering how hilarious I would have found it to displace Tottenham.
As happens none of the above occured, but the law still stands, so to the original poster: Im sorry but thats the way it is. Whats more intriguing is the team that wins the CL only finishing 11th

I thought they played in the Anglo-Italian cup? i miss that compitition, it was mildly amusing
The rule has always been only 4 teams - basically the FA managed to con UEFA into an extra place, what should have happened was Everton dropping down to the UEFA Cup. UEFA have chnaged the rules to ensure that's what happens now.
It happened to me in my 1st season with At.Madrid, finished 4th, but Sevilla won the Champ League but finished 7th. they got the spot and I went into the Uefa cup.
We never really recovered and never finished in the top 4 in the next 4 seasons, and when my contract expired they let me go, stating someone else could take them forward.
Despite it screwing my long term plans, these are the rules now. It's been sorted after the Liverpool/Everton issue.
