Default Approach to sign

Evening all. Can anyone assist me with my problem?
I'm half way through my second season with Sunderland, have reached january and want to approach players who's contracts are expiring.
In my 1st season in january, the 'approach to sign' option was only appearing on foreign based players profiles. The same thing is happening again in my 2nd season.
Can anyone assist me with my boggle?

You can only offer players in the same league as you, a contract 4 weeks before it is due to run out now!

In the EPL, you can only offer contracts to domestic players 6 weeks before expiry.

You can still offer 6 months before expiry for players abroad, and foreign clubs can still offer contracts for players in england 6 months before expiry.

I think it's a stupid rule, but it's a stupid rule in real life too.

Not necessarily... they still join on July 1st whether you offered them a contract in January or June

Whats wrong with that? They are another country and play in a different league and have different rules? Just because Scotland is part of the United Kingdom doesn't count in football.

In real life you could tell the players agent you wanted to sign him, the game should let us tap these players up!
