There's a law here saying that under-18 people can't go to another country without one of their parents. Some clubs know it and when a club wish a promising player, it tries to hire his parents too :thdn:.
But not all parents wish to go outside, because they aren't players and their adaptation to a new country is even worst than players.
CBF is also trying to keep all promising players here, because there were a lot of good player that went to a new country and were completly forgotten. So CBF is also forbidden young players to go outside.
A player can go to justice and try to play in another country, because everyone is free to work where he wants. But justice here is so sloooooowwwww and these players usually aren't U-18 anymore when justice finally decided

When was this law implemented?
Sounds as if the government are saying 'we own you' until you are 18. Sounds like a bizarre un-democratic backwards law.
