Default USING FMM: Best way to Improve Non-User Controlled Team?

Using FMM, how best can i make a non-user controlled team into a powerhouse?

its 2020 in my game, and Werder Bremen conquer all before then in Germany, even Bayern Munich has slipped to a lower-mid table shadow of its former self.

My question: how best, using FMM, can I improve other teams within the league?

I know I could up their reputation, but what should I do with their finances, staff, etc?

The game is so hilariously bias towards rep that solely upping their reputation will be enough.

Of course giving them decent staff (high PA/CA, good man management etc) and a fair old budget never hurts.

I tried to toy with their chairman's stats a little bit, it will probably take a few months game time in order to see a difference in the club's stature.
