If you can't get more than a 7 out of Ronaldinho, you're not using him right. While not the best in any of his positions in game, he's certainly right up at the top, and a very good player. If you mean you can't get more than an average of a 7, that's pretty normal. Averages of 8.0 are extremely rare, and I've only seen a player get one once (and I'd signed him at christmas, less games to play too).
