actually if the international selection is the same as last year, provided cesc isn't in any of the spanish international teams (which he doubtless will be) and he becomes and english citizen, you should be able to pick him
Is there any way I can make him become a citizen and if he does become a citizen can he play for England?
Unfortunately there is no way to force a player to take citizenship. I personally think that this is something that should be changed so that you can insist that a prospective transfer agrees to citizenship. This would especially help with sending players to wp feeders because as it currently stands they dont have to take up citizenship after the loan has expired which imo makes the whole process pointless.

Is that just your opinion or is there actual proof of this? If there is proof can you please provide it because SI obviously dont know about it or it would have been implemented in the game would it?

Just look at Ronaldinho and so many other south america etc etc etc.. Why do you think that they took the spain as second national as they did.. For the fun of it.. Ofcourse the Clubs are pushin in the back and since the player got nothing to lose why not..
i've just finished my master's degree at edinburgh university examining citizenship. it's all about balancing our rights with the responsibilities which the government endeavors to place on us. citizenship is also a device by which the government can exclude certain 'others' it deems to be a threat or burden on the welfare system, eg asylum seekers...my own particular interest.
why would cesc be interested in taking uk citizenship anyway? if he was an asylum seeker, refugee or brazilian then it would be worth his while, otherwise it's so blatantly not.
Well in Spain they have a limit on non-EU players they can have in their squad so it would be more beneficial for the clubs to have their non-EU players apply for citizenship to clear up more slots for non-EU players.
