There's an Action available that will do all the donkey work for you if you have Photoshop.
But you can do it lots of ways in Photoshop. You can draw it manually using the pencil/brush tool.
You could create a new layer, fill the layer completely, set the fill to 0% and create a layer effect stroke, inside, 100% black, 1 pixel in size and that will do it too.
There are lots of helpful tutorials in the manual that explain how to use the tools and what the tools do. There's also an extensive help facility.
sorry but i can't do it! what do you mean by fill the layer completely? when i use brush tool what do i need to change first? because i can't draw a straight line properly. what Action? thanks anyway
- Once your image is open in Photoshop, make sure it is 95 x 95 pixels (by going to Image >> Canvas Size... ).
- There should a single 'Background' layer in the layers pallette (if there isn't skip this step). Double click on the 'Background' layer and click 'OK' in the popup box.
- Right click on the only layer in the layers pallette (there should only be one) and go to Blending Options...
- Go to the Stroke section on the left and enter the following settings: Size=1px, Position=Inside, Fill Color=Black (which is #000000). Then click OK to accept the Blending Options...
- In the layers pallette make sure the opacity is set to 99% before saving the file as a .png file.

Are you sure you don't have Paint? If you're running Windows then there's a high likelihood that you do. It can be found in: Start > All Programs > Accessories.
To do it in Paint, just open the image, magnify it, and use the Rectangle tool by dragging it around the image. Hope this helps.
