I've no idea if you can still apply for country jobs by entering the name of the existing manager but I'll go through the steps.

Start a new game
Choose a squad
Choose a player who plays for the country you wish to manage
There should be an option somewhere to apply

I can't remember if you can still do it though.

how about :

Bid on a player, get it accepted, whilst offering the contract change the bid to 0, then offer the contract and player is yours!

seriously tho "cheating" has always been fairly easy, you can either just edit the database so your team has like 2 billion and then buy the league *cough*chelsea*cough* or you can use various little tools to change stats and whatever whilst the game is running oorrr you can add another manager and buy all your players from yourself for lots of money!!1112
