PA is player's potential ability, it is ranked out of 200. You can not find this figure within the game itself, as it would make it easy to decide who's worth buying or not.
For players who are created from the initial database, you can find their PA in the database editor.
When you have created a game, there are a few programs that you can use to look at player's statistics, hidden or not. These programs are ArtMoney (look for the ArtMoney thread in this forum) and MCFM 06 (which is yet to be released).
