no you can't create new leagues or cups

you can however swap teams so some belgian and dutch teams play in one league

i don't know how to make it, but there are a lot of topics about this on the forum

just look for some kind of superleague or post about putting celtic or rangers in the english premiership

No, you can't add competitions at all to the game.

But yes, as suggested, you could put the teams you want into one particular league so they all end up playing in one competition/cup.

Since I'm one of those idiots who want to spice up the Dutch league a little, i created a EDT file which swaps around teams from Belgium and the Netherlands, including lower league teams.

Little editing in the FM editor (league names, uefa coeff and so on).
