Err - you wanted to loan him out to Belgium or Poland, so that he can quickly gain EU nationality. Then he won't need a WP. Loaning him to Chile isn't going to help the WP situation, sorry to say.

Not sure what nationality he is but if its south american then you should really try spain for work permits. In spain its 2 years for south americans to gain nationality.

If he really is a class player then he probably should have got a work permit so I guess the game doesn't rate him as highly as you do.

It would definetly be nice to sign loan players for a couple of years instead of only one.

He may be class but has a low reputation since he was palying in chile and only has 12 caps. Work permits are determined by playing 75% of international games and then on appeal by reputation.
