Indeed, this is a common reason for people saying they wish to use cracks.
However, it's still not legal. What
is legal is sending your disc back to the publisher and requesting a replacement. So if your shiny new FM 06 gets scratched, talk to SEGA. Don't talk to pirates...

I feel I must add that no-cd cracks are
not theft. Theft is taking physical or intellectual property without paying for it. Yes, they can be used for the purpose of theft. Yes, using them illegally is a crime. In itself not theivery though.
A no-cd crack, however,
DOES involve reverse engineering the executeable provided by SI, which is mostly* illegal.
* I say mostly because while reverse engineering FM 06 is almost certainly illegal (in the UK), in certain circumstances exceptions are made. Security minded people generally hack around in programs to find flaws, with the intention of reporting them to the vendor. This is (arguably) not illegal... Unless you live in the US (or in Russia and happen to give a security talk in the US) where you have the somewhat vague DMCA working against you. That's a whole 'nother subject though.

I'm also not a lawyer, but I think Dan is spot on in his "one backup" assessment. The "use only as backup" proviso sounds like it is correct also, but I'm not a lawyer either.
