Well, it certainly looks like they do. In south america you even have players without a single attribute - not even positional - yet with extremely high PA. Go figure.
The entire random generated ability/attribute system is shoddy and needs a rehaul desperately. I'm amazed, not in a good way, something that easy to implement has eluded SI for this long.
As for the random "0" PA, I assume there's an exponential factor in calculating the final 1-200 outcome, with miniscule chance of the latter (much, much less than .5% as would have been with even distributed chances).
